What is "Fair Dealing"?

When considering copyright restrictions, some actions are allowed without fist gaining permission from the copyright holder under what's called Fair Dealing. Under Fair Dealing, for example, libraries or archives are able to make a preservation copy of a copyrighted item for archival purposes; however, they would not be able to publish this copy.
